To-day’s Tablet records the appointment o f Monsignor Arthur Hinsley, Archbishop o f Sardes, as fifth Metropolitan o f Westminster. W ith deep respect we tender to His Grace the assurance o f our loyalty and obedience.

Shamed at last into defensive utterance, some of our non-Catholic fellow-countrymen are excusing themselves from joining with us in protest against the Mexican persecution. They are accepting the persecutors’ impudent plea that all would be well in Mexico if the Catholic Bishops and clergy would “ obey the law.” Educated Christians ought not to

need telling that this has nearly always been the persecutor’s excuse. Hardly ever does he say frankly “ I hate the religion of these men, so I have killed them.” Some o f the Saints after whom even Protestant churches are named were slain by Emperors or governors on the pretext that they had defied the law. But in this Mexican instance, the insolent dishonesty o f such apologists as Senor Almazan will not stand examination from any angle o f vision ; because many o f the banishments and other persecuting acts have been wrought on counts which even Mexico’s harsh laws do not regard as crimes. In a remarkable Open Letter to General Cardenas (the Mexican President), Mgr. Leopoldo Ruiz, the Apostolic Delegate for Mexico, has proved with deadly thoroughness that the illegalities are on the Government side.

Here are some examples. The punishment of exile is supposed to be non-existent in Mexico’s penal code, except for foreign-bom citizens ; yet Mgr. Ruiz, as well as Bishops Manriquez, Arozco, Guizar, and Armora, are in exile for no “ crime ” beyond being Catholic Bishops. The Bishops of Tabasco, Colima, Campeche, Sonora, Chiapas, Chilapa, Oaxaca, Tchuantapec, Vera Cruz, Huajapan de Léon, Durango, Tepee and Zacatecas are also exiles. I f half the Anglican Episcopate in this country had to live in Holland or Scandinavia, simply because they were Bishops, what sort o f Christians would Anglicans be if they sat dumb under such doings ? Nor are Bishops the only exiles from Mexico. Simply for being priests, hundreds o f clergy have suffered expulsion.

One o f the clauses in the dishonestly manipulated Constitution o f 1917 gives to the various Legislatures o f the Mexican Republic power to fix the maximum number o f priests “ necessary ” for the religious needs o f the particular State ; but no Mexican law enables either State or Federal authorities to eliminate the clergy altogether. Y et in Tabasco, Sonora and five other States the Legislatures have decided that there shall be no priests at all. In
