NEW S AND NOTES T HIS week's outstanding event is the firm resolve of the Viceroy that the Government o f India shall govern. Neither in the maintenance of public order nor in the introduction o f reforms will New Delhi tolerate the existence and activity o f a rival Government with only the flimsiest of credentials. Mr. Gandhi is com fortably lodged in prison, with the food he prefers and with abundant concessions to his comfort. As we write these lines, messages are coming in to the effect that India is mainly quiet.

Some time ago, when we foresaw the noxious results o f Gandhism, we did our duty by warning the public that Lord Irwin, the Viceroy at that time, was an optimist. Although the word “ optimist ” is neither abusive nor even harsh, it gave offence. Even old friends o f The Tablet wrote to us hotly. To-day it is beyond dispute that Lord Irwin’s honest optimism went too far. Unhappily, Mr. Gandhi persists in exploiting it. He is trying to play off Lord Irwin against Lord Willingdon and has sent a telegram to the ex-Viceroy recalling “ that Sacred Week in Delhi ” which, in the opinion of many o f us, was not sacred but sinister. He adds : “ I shall not belie your certificate.” But it is far too late in the day for certificates from Lord Irwin or anybody else to accredit Mr. Gandhi afresh. Smarting under the knowledge o f his personal failure at the Round Table Conference, he has tried to make showy trouble in India once more. If anybody complains that our words are unkind, we reply that they are mild compared with what millions of Moslems and Untouchables are saying about this deplorable “ leader.”

Great Britain’s poverty in 1932 is due to many causes. Not the least o f them was the dribbling away of money for the benefit of small and far-off peoples to whom we wished well after the Great War. Iraq, for instance, cost us a very great deal o f cash. Britain had accepted a mandate in respect o f Iraq ; and the fulfilment o f our task proved so expensive that Mesopotamia ceased to be the “ blessed word ” which it was in the days o f our great-grandmothers. To-day we may reasonably hope that the drain o f money has ceased and that our good work in Iraq will endure. The British Government is asking Geneva to regard Iraq as an independent State and to admit her as a member o f the League o f Nations as from next September. Independence, however, is to be qualified by definite assurances for the protection of those Minorities whose interests have caused anxiety to Christians in Great Britain. In this brief Note we shall not to into details o f the safeguards. During the next eight months, there will be ample opportunity for looking thoroughly in to the m a t te r ; and we ourselves promise an
